Produzioni cinematografiche e turismo: le politiche pubbliche per la localizzazione cinematografica. Il caso del Commissario Montalbano

Abstract


The paper examines the regional policy of incentives to movie industry, focusing on their typologies and their importance for the development of tourism. The methodology consists of using systematic research, including analysis of financial data, to evaluate regulations adopted in various Italian regions, as required by EU guidelines. I also present a quantitative methodology (Forte-Mantovani Touristic Development Index) to assess the effectiveness of these policies for the development of tourism. After evaluating the variety of approaches implemented in different selected regions of Italy, a coherent picture did not emerge indicating that their policies are achieving relevant public objectives. One primary explanation was traced to the ambiguous regulations governing EU sector of culture that does measure impact of public sector spending and thus there is no accountability for results.
